This is the exact same problem I'm having. I did post about that but for some reason it's not showing..I'll try jarfix as well and see if that helps.

I've been trying to install forge for several days now and am unable to open the file due to a possible problem with java. I've uninstalled and reinstalled the program several times to no avail as each time I'm told it was installed properly, yet when I go to open the forge installer I'm told java was not installed correctly with a small prompt showing my action of opening the file is invalid. I have no clue what the problem is and am unable to think of anything else that could fix this.
