Some zip managers like to take control of the .jar file extension away from Java.
Make sure you have Java installed and try running Jarfix once, then try the installer again. Is there where I'm supposed to be? Lol. I right-clicked and hit "Open with Java" and it brought me here. I tried just double clicking on the installer as well as reinstalling it and neither of those worked which is why I manually opened with Java

I do, but it's the newest version. Should I try an older one?

I've tried installing Forge multiple times through Google Chrome and Microsoft Edge, and it never becomes an installer, it just becomes one of those blank sheets of paper/blank file icons. Right now, it's showing Winrar because I right-clicked on it and hit "open with Winrar" which then changed its icon from the blank sheet to the Winrar icon. Whenever I try to install it, it tells me that it's unsafe and I have to manually continue the download which I'm unsure if that has anything to do with it. I'm trying to download version 1.16.5. I also tried to download earlier versions too (1.16.4, 1.16.3) and they're all doing it. I tried installing from [Repost Site Removed] and [Repost Site Removed], and tried all servers.
