minecraft forge not working

because im not able to have admin commands how do i use option + u to run it -
i have spent over a week trying to fix the issue but nothing has worked i have looked everywhere online to. on the minecraft launcher i have 1.16.5 and im trying to install forge 1.16.5 but it doesn't work it just come up with this image what do i do? ps i have tried other forge versions none work and i also have the latest java installed.
