I installed forge 35.0.7 and when i checked the launcher my forge 1.8.9 installation had been upgraded, how do i fix this?

i put all my 1.16.4 mods into a folder called 1.16.4 in .minecraft/mods but the game doesnt recognize it, only when i put the mods directly in .minecraft/mods. Is there a solution for this?
