    Forge server installer doesn't open

    I'm trying to install ''forge-1.12.2-14.23.5.2846-installer-win'' but It won't open when I double click. It's my first time trying to get a server up for me and my friends so I've just been following tutorials. Other server versions are working fine but not this one and this is the one I need. When I double click on the installer it opens a text document ''forge-1.12.2-14.23.5.2846-installer-win.exe''. I have the latest version of Java and everything if that makes a difference. if anyone could help me out I would appreciate it, thanks! I JUST NOTICED THAT THE OLD INSTALLERS CURRENTLY DON'T WORK, READ IT AFTER I POSTED.
