    can't install forge 1.7.10 10.13.2.1230

    the jar file and the executable won't open. i've reinstalled, updated, downgraded, reinstalled minecraft, tried it in a vm, done that command "java -jar forge.jar", AND tried jarfix but they all won't work. (downgraded to 8u66). someone please help me with this, please and thank yoy.
