I meant like in the home menu where it says mods. I have also tried deleting them from my files it the problem still occurs

Hi so I am having a problem where last time I used forge I accidentally installed to of the same mod and closed the tab. Now it will not let me open minecraft with forge because of the duplicate. This is a problem because it means that I cannot get onto minecraft to delete the duplicate. Is there a way to reset it? Thank you for your help
