Minecraft Forge Server Not Loading The Mods Folder

i tried running a batch file also didnt work i have java 8 i have the correct mods and the correct version of all of them put into the mods folder but it doesnt even try to load the folder it just sits there ive been trying to make it work for hours -

My minecraft forge server wont load the mods folder it turns to vanilla minecraft ive tried a bunch of things but cant find out why im gonna be hosting a minecraft war server with a modpack on 1.7.10
