[Problems to install forge for minecraft 1.12.2 (client side)]

I'm trying to install Forge 1.12.2 - 14.23.5.2847, I've tried all installers, from the Win one to the universal one, none worked, here are the logs for the installer named "installer" and for the one named "installer win"

I turned off my wifi during some tests and I could open the installer that way but it said something about some libraries not being able to download
