i initially made this post focused on 1.7.10 the recommended version but it was closed by support. i tried to create a server with mods using forge from various versions including 1.7.10 1.9.4 1.12.2 and 1.14.4. all had problems installing and would not let the server start. i updated java but i don't know what else may be causing the problem.
