idk how to upload a picture from URL

well i downloaded the forge server then was in the folder and theres no mods folder

Hello. When i tried making another server but for another version i cant seem to find a mods folder. and making one doesn't help.

I have been installing forge 1.12.2 to make a GalactiCraft server for me and my friends, and i can't seem to get a mods folder no matter how many times I try. I have tried naming A folder mods already
