The bottom line is this, below is a screenshot showing 2 versions of forge 1.17.1 and 1.16.5 in 1.16.5 there are 2 files that are needed for hosting, and in 1.17.1 they do not appear, that's the whole problem, without these files hosting does not start the server. Screenshot click
