idk what you mean by that, Im just double clicking the jar files in folder. How do i attempt to run through Command?

Nothing happens when i try to run it. Like legit nothing.

First i clicked the forge jar, that didnt do anything. So i clicked the minecraft_server jar

When i run the server, it doesnt create a mods folder.

Im following this tutorial

So when I install the server to a folder, Its not generating the 1.16.5.json. Any ideas?
