how do i change it from a vanilla server to a forge server that i can apply mods to

my mods work just fine in single player however in multiplayer when i place a modded block it disappears same with creatures etc... how can i fix this?

im running a 1.7.10 server because thats the mod version so i didnt think i needed a run.bat
