https://files.minecraftforge.net/net/minecraftforge/forge/ On the left you can see the game versions, click on 1.16, then 1.16.5 and you will see 2 panels. The one on the right is the latest recommended version, click on download installer, open it (after it's downloaded) and then just hit ok on the installer. After that, you will find the game version in the game launcher, you have to change it to the one you just installed.
