there is no mods folder on my forge server

i used version 1.12.2 i just downloaded the 1.12.2 forge server files and launched the vanilla minecraft file to get the files whenever i click on the forge jar file it doesnt work. it just has the blue circle for a second -
i downloaded a forge server that has no mods folder. all the other folders are there though. how do i fix this? I already tried making a mods folder but it didn't work. how can i fix this?
