Just yesterday Forge would not start at all and would give 'Exit Code: 1' . Only solutions that worked for others I've found for that were to map the Java executable manually as well as downloading current versions of Java. Tried again today and whatever version of Java 17 I map it to does not load at all. I reinstalled the launcher. Completely reinstalled the needed version of Java and nothing seems to work. Ensured compatible mods were installed.
I did notice that there is only a 'java-runtime-beta' folder in "%appdata%\.minecraft\runtime.
