    forge client can't connect vanilla server

    When you use forge to connect vanilla server or some plugin server,it will show "Incomplete set of tags received from server".This is a serious problem because when you add some optimization mods to join server,the connection will be refuse.Acutally even you add nothing to forge,you can't join server,either.This problem only appear at 1.13+ versions,but it's serious enough to forge.
