I see you are using WATERFrAMES. if you have the WF 1.3.x or superior you need to remove WATERMeDIA from your server. WMedia is a CLIENT_SIDE only mod.

Probably you solve this but someone gonna search like me and no found the answer Make sure all `/dimension/mydim.json` and `/dimension_type/mydim.json` are correct, when someting in these jsons is wrong, minecraft no register the info(? is weird, i donk know what happens.

I have the same problem. If you are using the byg (Biomes you'll go to bug) requires install TerraBlender and all the problems get "solved" (1.18.2)
