is forge installer meant to come up with this if not what do i do

that site looks mad sketchy though is there other ways to get around this -
after opening forge installer its came up saying. how do you want to open this .jar file? then it list me some options (such as internet explorer). ive clicked on some of the options and couldnt figure it out. what do i do here ?
