Can't pickup other player's dropped items

Does it not happen with other versions of forge 1.19.4? -
Using Minecraft Forge server 1.19.4-45.0.13 without any mods or plugins. I can interact with the world properly in any way, the only problem is when another player drops something from their inventory, I'm not able to pick it up. there's no settings or properties I could find to change this, same issue is still there if one or both of the players are OP-ed.
