    Forge 1.12.2 server memory not changing

    Ive made forge-1.12.2-14.23.5.2860 servers on two separate pcs, both pcs have java 8 installed yet have no changes in applied memory. I created start.bat's on both servers (java -Xmx4G -Xms1G -jar forge-1.12.2-14.23.5.2860.jar pause) and it still never uses more than about 700mb ram and always says 46-50% free. Same issue on both pcs, even with no mods running on the server. Is this a forge issue? Please help its very annoying and leaves even the non-modded server laggy.
