This happened to me and the hosts file method ChampionAsh5357 posted worked for me and I successfully downloaded my modpack. However I had an issue saving the file after editing it because I didn't have permission to save in the folder. To fix this I went to properties on both system32 and hosts files > security tab > edit... > add > write your windows User in the white rectangle and hit ok> choose your user you just added to the list and clock full control below and then hit apply. After doing that on both folder and file I was able to save the text. I also changed my user into owner of the both but I don't know if its necessary.
