This has been a recurrent problem, I was able to semi-fix it by setting the downloaded forge-40.2.4.jar to READ-ONLY mode, but it will still rename it to an improper filename called forge-40.2.4.jar.kjkb1fpz.ani every time. So in order to boot the read-only file I have to rename this back to forge-40.2.4.jar and then the game will boot properly... once. Next time it boots up again it'll rename the file, then say the file can't be found.

forge-40.2.4.jar.iryp5j5e.yle
forge-40.2.4.jar.0w4c4ocp.ppv
