Minecraft Forge mods not showing up in the mods

NVM I have found the issue. -
So i wanted to get a mod to help me for redstone building i found one it was a .jar file and everything but when i put the file into the mods folder i want back to the minecraft game and it was not there i tried closing and opening the launcher/game and alot of different stuff. I would like help because i just cannot find the issue with it.
