You can find the releases by just click the large FORGE at the top left of the page and it will be the first catagory RELEASES. It has version option titles. The only problem im having is that it only offers version 43.1.0 for 1.19.2 which doesnt seem to work with some of the updated mod versions now for 1.19.2.. https://forums.minecraftforge.net/forum/7-releases/

It happens no matter which versions i try to download. All browsers and even incognito browser. I dont think it's on my end. It says something about cloudflare and shows a sad pink creature. Adding this here because i dont know how to report it.
