I'm playing on a friend's server using the mod pack kinda crazy craft 2.0 and every time I find a dragon it's a stage 1, I even went into the underground lairs where only stages 4 and 5 spawn and it was still stage 1. I'm using the mod pack through the curse forge app if that helps
