I had this same issue and I tried everything under the sun (spent about 8 hours total trying to fix it). What fixed it for me was there was a driver update that didn't show up when I checked through my windows settings. I had to go to website for it, for me it was the AMD adrenaline update. If you have and AMD I would recommend trying that.
