All right, so the problem appears to be that if you go here as I did (and maybe you did too): http://www.minecraftforge.net/forum/index.php/topic,10075.0.html?PHPSESSID=x6YIeyhFs2sdAeS4n58Eg0 You will be given a convincing-looking link that appears to give you the latest Forge for 1.6.2. The link goes to 789. This is not the latest. For the latest you need to go here: http://www.minecraftforge.net/forum/index.php?action=files I just retrieved 816, and the problem is no longer there.

I have the exact same problem, and I downloaded the latest Forge today. [9.10.0.789] Two other observations: the error code says the Server replied with a "403" which means that the file in question was found but the server simply denied the request. As if it were a permission issue on the server end, or something. Also I just entered the file path into my web browser, and I was able to get the file. What I'm supposed to do with it after getting it this way, I have no idea. Just wanted you to know you are not alone.
