I was reading the forums and I have done everything. I have narrowed the problem that this problem is forge itself.
Please understand mods here. I was able to turn monsters on and off before I installed Forge and did all of the rules to diagnose if it was and wasn't Forge causing the save problem. This was diagnose and tracked straight to Forge itself as the problem.
I have minecraft.server file and it is showing up with monsters off and I know it is the not the mod doing it. I am getting ready to post on youtube all of the steps I took to diagnose this problem.
I am using the latest version of Forge and the only mod I have turned on my server is mo creatures. I spent 5 or 6 hours after I recorded this video to fix this problem and I do feel my bug issue fixes the quota and hopefully you will except this without banning me. I am not suffering a crash or anything but I just want to turn the monsters off.
I have never had a problem like this, ever. It is forge itself that is causing this bug. May I please post a video and to show you that this is the problem?
Here is the settings to the server.
