I've been buggering with this all night trying to load the 1.6.4 compatible installer from some internet published versions (minecraftforge-installer-1.6.4-9.11.0.892.jar) I run Ubuntu 12.04 LTS Was finally successful using version minecraftforge-installer-1.6.4-9.11.0.883.jar from this thread: http://www.minecraftforge.net/forum/index.php/topic,12491.0.html Edit: Wrong link....
