Error: Unable to access jarfile minecraftforge-installer.jar It says that when i type it in The cmd

Srry but I have jarfix downloaded i start it and i start the installer (forge) But then it just says that it cant find its program :I

I have installed the forge installer i open it up BUT when i open it, it just comes up a cmd and does nothing Plz help? i updated java too (i have java 7) And forgot to say i wanna make a mod server (flans mod)
