Minecraft forge installer won't help me install Minecraft Forge

I am having a similar issue. It says it is "Considering" the libraries, but after it finishes, it says it completed and installed 0 required libraries. I run Minecraft, and it is still vanilla. If I check the .jar for that profile, it's just the vanilla files. This is really frustrating.
