    Cannot seem to get this right

    I'm new to the whole forge game and I seem to be having trouble with getting the latest version to install. Multiple times I've downloaded both the windows installer and Jar versions of the latest version, that being version 10.12.0.1047 and everytime I've tried to run the installer I keep getting an error that says I have to run the version 1.7.2 manually at least once. I've looked up several tutorials on the net trying to see how to run Jars manually but nothing ever seems to make sense and even my Command Prompt says Java is not a recognized command. If anyone can walk me through what I need to do or provide some advice I'd greatly appreciate it.
