    -Xmx and -Xms parameters are being ignored (Forge Server).

    Ah what you're talking about is the Java heap space, -Xmx and -Xms are the values related to this. Java is telling you you are out of PermGen space which is an entirely different parameter add -XX:PermSize=256m in after your -Xmx and -Xms parameters, it should fix your problem
