I have forge 10.13.0.1180 and it did not work, which version of forge do you recommend?

This is the log from the launcher, it says I am running Java 1.8.0_25, which is not what the Java website says. Any ideas what to do? Please help. I am running windows 8.1, java version 7 update 71. I installed forge, and now when I run minecraft with forge, it does not open. If I run minecraft in 1.7.10 there is no problem. I tried to get the log file, but don't know what program to use to open it. Both notebook and clipboard aren't working.
