Is there a way to notify player the mod is downloading resources when Initializing(on "Mojang" screen)?

I'm trying to prompt the player to change the config.

I want to display some config for my mod and i want the player to notice and customize with out going in the config file. Or can I show some message to the player when loading on top of "Mojang" icon?

Can i display a custom GUIScreen at FMLPreInitializationEvent?
