Figured it out after some systematic turning off and on of the mods that add controls, Seems to be that Better Sprinting was breaking it. (http://www.minecraftforum.net/topic/1451360-144-better-sprinting-13000-dls-bind-custom-keys-to-sprinttoggle-sprint-compatible-w-optifine/) I'll see how I can fix it. Thanks for helping.

My old Forge would add a Scroll bar to the Controls whenever my Mods added more control Keybinds, it no longer seems to do that, is this a bug or was I mistaken as to what added that?
