Hello, I tried to update to a newer forge but NONE of them will open a single thing, making it impossible to download and play mods! Any help is appreciated!

Hello there, my name is cowhide12. I recently tried installing forge 1.7.10 for my windows 7 computer. When I try to run it, it only says "This program may not have installed correctly. Now, when I tell it to install recommended settings, it does nothing when I double click the file. When I do NOT use recommended settings, it still does nothing. Any help is appreciated!
