I feel like a idiot i'm trying to logon to the server

Alright so i was making a mod pack with a friend and i cant get him to log on to my ip the other day (yesterday) after doing a TON of junk reinstalling exe he could log on for that day as to it was the end of the day before we got it to work i was sleepy and got off and. now its not working nothing has be done at all.Plus i had bad tick rate (if someone can help me with) 3 days wasted so far... There is a avg tick rate but my public ip does not work and all the rest Windows 10 32GB of ram 1.7.10 forge Latest and i did the same thing today to test its not working.
