Pixelmon do not show up on my private server

yeah sorry about that could you explain what the server directory is I'm new to it -
So I was creating a server that me and my friends could play on and wanted to mod it with a pixelmon mod. I got all of the steps right for creating the server and downloading the mod, but when I joined the server, no pixelmon were spawning and it didn't ask me for my starter choice. But when I went into single player the pixelmon were everywhere so I figured there had to be a problem with my server. Any Ideas? If it helps-- this is 1.7.10
