1.12.2 Modded server works like vanilla one

I maked a 1.12.2 modded server, i can enter to the server but i can see the modded items, like swords, armor, etc. but if i hit a mob it do 1 of damage (like im hitting with the hand) and when i try to break some stone with a modded pickaxe in don´t break, can someone help me?

I dont have experience making this, so i think that i dont maked the server moded? i undestand that before launch the minecraft server make a .bat archive with this "java -Xmx4096M -Xms4096M -jar forge-1.12.2-14.23.5.2855-universal.jar -o true nogui" when i execute that it opens and close instantly. i got a "mods" folder so i putted the mods there but nothing
