Is it normal for a forge-1.16.5-36.1.2  server that certain crashes in java 8/11 to stay hung at the console in Windows?

Is there a way to change that behavior to be similar to 1.12, where the window always closes?

Maybe this is a 1.16.5 issue?...Maybe its an issue with the modpack, I am not entirely sure.
