Forge server problems. I think Im doing something wrong but I don't know what

I have been trying to make a forge server for me and my friends to play on and have been having some issues. I added everything that is in the logs folder. I downloaded the forge 1.16.5 version 36.1.16 installer, downloaded the server files to a folder on my desktop, and then tried to the run the file called forge-1.16.5-36.1.16.jar with command prompt. It did something for like a second, closed the command prompt window, and created a logs folder.

I followed another tutorial and this message came up when I tried to run it. It was meant to run, fail, and then generate the eula text file so you could agree to it but that didn't happen

Im a bit smooth brained, what is java sixteen? Like the minecraft version or like actually java 16 because Im pretty sure I have java 8 update 291 (64bit)

Omg I finally got it working. For anyone that sees this thread in the future, you need to find a download for the Java JDK build that is supported as of the time of you reading this(for me it was Java JDK 8). You then need to go into your control panel, go to uninstall an app, then scroll down till you see java. If you see a java development kit other than whatever version you want, then uninstall it. ONLY UNINSTALL THE DEVELOPMENT KIT. Now when you go to run the server either with a bat file or whatever you are doing, then it should work as long as the JDK you downloaded it supported.
