1.16.5 keeps crashing

Whenever I try to load 1.16.5 forge (No Optifine). It keeps crashing, here's the crash report. net.minecraftforge.fml.config.ConfigFileTypeHandler$ConfigLoadingException: Failed loading config file forge-client.toml of type CLIENT for modid forge. Does anyone know how to fix this? The exit code is -1
