Forge not popping up

Hi, I was trying to download forge to play minecraft with mods, but when I tried to open, it doesn’t pop up the installer, it just appears a text document, and 2 months ago it was everything right, but now the only version that works is the recommended version, but I need the version 1.7.10 that end up with 1448, uh, never mind, I saw the message about old versions not working

  Then the level.dat is broken Create a new world with the same settings Then copy the level.dat, level.dat_old and session.lock from the new world to the broken one Delete the new world and test the broken one - if this is working, upload this world to the server
