Forge 1.12.2 version 14.23.4.2759 not working?

So I need this specific version of Forge for a mod I'm trying to download and I've tried all the different downloads of it and none of them work.

Whenever I try and open it, the normal window for install doesn't pop up instead it makes a .txt  called installer come up with this in it
I have uninstalled all my other forge versions and the most recent version of 1.12.2 still works for me so I don't know how to fix this
