i cant start a server

i am trying to start a mc server with forge 1.7.10 and it will not work i downloaded the forge version installed the server and when i click on the forge 1.7.10 .jar nothing will do anything no window will pop up nothing but if i click on the mincraft_server file 1.7.10 it will load everything up but there will be no mods folder i tryed to just add a mods folder but in game the mods do not work even tho i have then for me on solo i have been trying this for like 5 hours and it is not working pls help
