Hostile mobs do not spawn

Hello, I have been sitting on the problem for 2 days and I just can't solve it.
I have looked through all the forums, cannot find the same error.
I started a server with friends on 1.16 with mods. The problem is that hostile mobs do not spawn on our server. At the very beginning of the game, they spawned, but now they just stopped. At the same time, spawners work, mobs appear from them.
Everything is fine in hell, everyone spawns. In the ordinary world, no.
Difficulty - normal, doMobSpawning true. The server.properties spawn of mobs is included.

I've already spent a lot of hours, but I don't know what to do.
