i cant open the forge installer launcher

so i tried to open forge installer with the latest version of Java and it didn't work.

i tried to reinstall Java and Forge and it wasn't working either.

i also tried to see ways to fix this problem in other forums and it didn't work... 

can someone help me?

    (I am using the installer for 1.12.2 2838)
